WASHINGTON (AP) ? Businesses slashed spending on machinery and equipment in January after a tax break expired, pushing orders for long-lasting manufacturing goods down by the largest amount in three years.
Orders for durable goods fell 4 percent last month, the Commerce Department said Tuesday.
A big reason for the decline was demand for so-called core capital goods, which are viewed as a good measure of business investment plans, tumbled 4.5 percent. That's the biggest drop in a year.
Demand for core capital goods hit an all-time high in December. Companies rushed to take advantage of a tax break that expired at the end of last year.
A durable good is a product expected to last at least three years. They include everything from appliances and cars to heavy machinery and planes. Orders tend to fluctuate sharply from one month to the next. But the overall trend in orders has increased since the recession ended nearly three years ago.
In January, overall orders totaled $206.1 billion. That's 38.6 above the low hit during the recession. Orders are still 16 percent below their peak hit in December 2007.
Even without that tax break, many analysts believe business investment will pick up and stay strong in 2012 as companies take advantage of stockpiles of cash to expand and modernize their production facilities.
U.S. factories boosted output last month and December ended up being their best month of growth in five years. Strong auto sales and growing business investment in machinery and other equipment are keeping factories busy and helping the economy grow.
About 9 percent of the nation's jobs are in manufacturing. But last year, factories added 13 percent of new jobs. And in January, about one-fifth of the 243,000 net jobs the economy created were in manufacturing.
The economy grew at an annual rate of 2.8 percent in the final three months of last year. Economists are looking for roughly the same level growth in the current quarter. And a forecasting panel of the National Association for Business Economics said Monday that the economy should grow 2.3 percent this year.

Part I Military-installed caretaker govt, or a 'consortium' govt ...
As I?d explained in my column published on February 13, 2012, I?d disappeared from these pages to work on three manuscripts intended for Boi Mela 2012. While they missed the bus ? more work needs to be done for them to see the light of day ? but what did make it to the Mela is a collection edited by Udisa Islam, for which I?d written the foreword.
Bikkhobh Shonkolon: Joruri Obosthay Bisshobiddaloy 2007 (Dhaka: Shrabon, 2012) is an archival collection, in print, of the student protests which broke out in August 2007, when army personnel stationed in an army camp on Dhaka University grounds beat up university students who were watching a football match. Dubbed a ?trivial incident? (tuccho ghotona) by the then chief of general staff Sina Ibn Jamali, student protests mushroomed, enveloping other public university campuses, and college campuses as well. Protests spilled out on to the streets of Dhaka and other major cities, expressing growing popular discontentment and resentment at the military-installed caretaker government?s rule. The so-called ?trivial incident? proved to be a resounding nail in the caretaker government?s coffin.
The government crackdown was vicious. Student halls were raided, universities were closed down, students were asked to vacate dormitories, curfew was declared, young men were approached on roads and streets by police and joint forces personnel, those who identified as students were beaten up, taken away, tortured, thrown into prison for having instigated the protests. As were university faculty, four belonging to Dhaka University, ten from Rajshahi University, many of them senior academics, some were remanded, some allege having been tortured, mentally, physically, or both. A staggering eighty two thousand unnamed persons were charged in nearly fifty cases by the police. Teachers and students were released from jail 4-5 months later as a gesture of clemency but only after they?d been tried in fabricated cases and had been convicted; all cases against all arrested teachers and students were finally dropped after the present government came to power.
Bikkhobh Shonkolon consists of news reports, editorials, commentaries, scanned images of scribbled notes sent from prison by RU teachers, a poem written by a jailed faculty member, a letter from prison written by another to his wife (Udisa herself, who was then married to Abdullah al-Mamoon, who teaches journalism in RU), cartoons, excerpts of courtroom proceedings, official letters issued by university authorities, Fakhruddin?s speech to the nation following the protests, a letter to the vice-chancellor written by the wives of four imprisoned RU teachers who had rejected appealing for a mercy petition to free their husbands, two diary entries by Udisa herself describing to the minutest detail of how she?d fought tooth and nail to ensure the release of Mamoon and all others arrested ? and much, much more. The Shonkolon is an invaluable piece of work, put together meticulously, with great care and attention to details, inspired by the idea of historycommons, of being the conscious subjects, rather than the objects of history. We are indebted to Udisa, and to all others associated with this endeavour.
While working on my Foreword, it occurred to me that what had then been described, and very courageously too, as a ?military-installed caretaker government? ? coined by Nurul Kabir, I salute him, and Asafuddowlah, Amir Khasru and others who consistently used it during what were, to say the least, very difficult times ? possibly, it is better, more meaningful, to characterise it as a ?consortium? government. If what I?ve written, furthers our understanding of the machinations of national and international politics, it is only because of their cutting intelligence and uncompromising bravery.
After the Fakhruddin-Moeenuddin government took over power, it gradually became clear that this caretaker government enjoyed the support of shusheel shomaj (civil society; the Bangladeshi variant could be no further than what either Gramsci or Habermas had meant by the term), and western (and regional) diplomats.
The lapse of time has its advantages, and reflecting on the events, and connecting the dots, it seems to me, that the military-installed caretaker government would be better described as a ?consortium? government constituted by national and international forces.
The dictionary meaning of consortium is ?an association of two or more individuals, companies or organisations with the objective of participating in a common activity or pooling their resources for acheiving a common goal,? and, as I worked on the foreword, I thought to myself, well, actually, 1/11 could not have been made to happen by any of the three constitutive elements singly ? the military leadership, shusheel shomaj, western diplomats.
But I must add an explicatory note here, at the very outset. While for reasons of structural analysis, it is important to identify the chief components of the consortium government ? in order to fully appreciate its uniqueness, its foundational character ? the inclusion of particular individuals in the council of advisors makes it apparent that they were selected because they represented particular interests among the elite class, namely, military and civil bureaucracy, business.
It is also important to note that an examination of the personal histories of the advisors reveals that they had been able to synthesise different interests in their careers. For instance, Geetiara Safia Chowdhury (business and media by virtue of being the owner of an advertising agency), Tapan Chowdhury (business and electronic media), Barrister Moinul Hossein (one of the owners of daily Ittefaq, legal profession). The advisory council also included within its ranks senior retired army officers (major general M A Matin, major general ASM Matiur Rahman), and members of the civil bureaucracy (Ayub Quadri, Dr Iftekhar Ahmed Chowdhury).
Not all members of the advisory council seem to have been equally informed about the aims and objectives of the consortium government, nor do they seem to have enjoyed equal powers. It is important to note that there were individuals outside the council who enjoyed considerably more power and authority than those within the council. Another matter worthy of mention is that it was senior military officials who were later tasked with the duty of fulfilling two of the stated goals of the consortium government: general Hasan Mashhud Chowdhury (Anti-Corruption Commission), retired brigadier general Sakhawat Hossain (Election Commission). The council was headed by former World Bank official Fakhruddin Ahmed, previously unknown to members of the public. Something else worth noting is that although Moeen U Ahmed, being the chief of army staff, was not meant to be present at the meetings of the council, he is reported to have not missed a single meeting.
To return to the three constitutive forces which made up the consortium government, it needs to be spelt out, even though it must be obvious to all, that this government, representing as it did different forces and interests, was not homogenously united. The power, authority and status enjoyed by the three constitutive forces were not equal either. Differences of opinion over issues of policy and strategy existed among the national elements (both within and outside the council); these increasingly became visible later.
While the participation and involvement of the military leadership and shusheel shomaj was essential for achieving the central objective of the consortium government ? remapping the political field ? the steering capacity of the consortium project, and the consortium government, rested in the hands of western diplomats/governments.

Police seize 23 bags of heroin in Washington County drug bust

WHITEHALL ? Two village residents face multiple felony charges after the Washington County Drug Task Force seized 23 bags of heroin during a drug bust, police said.
Nickolous J. Callonec, 29, and Laura L. Mitchell, 38, of both Mountain Street, were charged Friday following a ?lengthy investigation,? according to the Washington County Sheriff?s Office.
Authorities have charged them each with one count of third-degree criminal sale of a controlled substance, three counts of third-degree criminal possession of a controlled substance and one count of first-degree criminal tampering with physical evidence, all felonies.
Callonec faces an additional count of third-degree criminal sale of a controlled substance, police said.
He was remanded to Washington County Jail in lieu of $25,000 cash or $50,000 bond. Mitchell was held at the correctional facility in lieu of $50,000 cash or $100,000 bond.
In addition to the heroin that was seized during the arrest, authorities also confiscated cash and a 2003 Mercury Mountaineer.

Their View: Lesson of Greek debt
European finance ministers have agreed on another financial rescue plan for Greece, and this one is the biggest yet. It offers $172 billion worth of debt relief in return for Greek commitments to implement the sweeping austerity measures and structural reforms that it has often promised but not delivered.
Is bigger necessarily better? It depends on which of Europe s announced goals you re talking about. The plan may help ring-fence Greece ? that is, prevent a Greek default from bringing down European banks and, with them, the continent s economy. The key is a 70 percent write-down of most of the country s debt held by the private sector, including banks but also investment funds, pensions and insurance companies. This alone will be worth $130 billion to Greece, if, as expected, all but a few holdouts accept the deal. Henceforth, governments and multilateral organizations will hold the largest proportion of Greek debt.
However, if the goal is to rekindle growth, without which neither Greece s debt crisis nor the similar crises affecting Spain, Italy, Portugal and Ireland can be resolved ? well, then the verdict is mixed at best. For Greece to have any chance to grow, it must eliminate the special-interest privileges, bureaucracy and corruption that have thwarted private-sector growth and eroded competitiveness for years. To the extent that European governments, headed by Germany, insisted
on structural reform, the new program is not only justified but, in the long term, modestly promising.Yet the plan also forces Greece to raise taxes, slash spending and shrink wages, which, in the short run, only compounds the brutal recession that it has been enduring since 2008. As a newly leaked International Monetary Fund analysis argues, austerity not only makes life miserable for the Greek people but also makes it harder to reduce Greece s debt burden to 120 percent of gross domestic product by 2020, as intended. As the IMF analysis notes, the Greek program may thus remain accident-prone, with questions about sustainability hanging over it. Translation: In a country known for its economic errors, this plan leaves absolutely no margin for error.
Greece may be beyond rescue. With mutual distrust mounting in both Berlin and Athens, default and exit from the Eurozone may be the inevitable ? and, indeed, tacitly contemplated ? consequence of the next Greek failure to meet its debt-reduction goals. What really matters is the lesson that the rest of the continent draws from this harrowing episode, and that lesson is: There s no substitute for vigorous growth. Greece s fellow debtors need to press on with pro-growth structural reforms, even if it means disrupting long-standing protections for politically connected interests. Europe s paymasters must reward their neighbors reform efforts with more than just grudging cash infusions and balanced-budget lectures.
Germany, especially, needs to reduce its addiction to export-led growth, so that its European partners can gain market share. Structural reform must be a two-way street ? or become a dead end.

Star Jones Returns to The View
Star Jones returned to The View Wednesday.
It was her first visit to the ABC talk show since her much talked-about departure in June 2006, and the topic was one of the first to come up yesterday.
"It was ugly. Everything. It was a bad emotional time. Nasty things were being said in the media," Jones said after Barbara Walters brought up her exit.
At the time, Star Jones abruptly announced she was leaving The View on the air, then revealed she had in fact been fired by the daytime gab-fest.
"I wanted to go out on my own terms so that if I walked back here I'd feel good about it," Jones continued. "I had eight fantastic years here. One was 'eh.'"
"I came back here to congratulate you on everything that you all have accomplished. And I hope you congratulate me on what I accomplished."
Walters and Joy Behar also asked Jones, who came on the show to raise awareness about women's heart health, about her 2003 gastric bypass surgery.
Jones had long kept secret the reasons behind her 160 lb.-weight loss.
"We tried to protect you. We were told, 'Don't say it was gastric [bypass]. Say it was pilates and portion control,'" Behar said, before adding:
"You are now a skinny bitch ... Congratulations." "We did lie for you!" Walters added, to which Jones responded, "Who cares? I look good."

Agric Entrepreneurship ? Answer To Youth ... - Business Guide Ghana
The myriad of challenges in the agric sector does not make agriculture or agribusiness a lucrative venture for many young people
According to the National Youth Policy of Ghana and the Africa Youth Charter, youthful persons are aged between 18 to 35 years. However, most people in this age bracket are unemployed.
Youth unemployment has become the biggest developmental challenge in almost every country in the world.
A research conducted by the International Labour Organization (ILO) estimates that 60 million young people worldwide are unemployed, and are searching for work but cannot find any. 80 per cent of the youth are said to be living in developing countries and economies in transition.
In all developing countries across the world, youth unemployment is growing annually at more than 15 per cent.
Most of our present day educational systems produce job-seekers only but not job-creators and income generators. Many young people today would rather complete school and go round with their application letters seeking for jobs rather than being innovative and defying the odds to create their own businesses.
However for those who are able to come up with their own business ideas, farming or agriculture is not an alternative.
They would prefer to start a business venture in other fields.
Agriculture, one of Ghana?s important economic sector, has for several years created employment for more than half the population in both the formal and informal sectors. Agriculture accounts for about 40 per cent of the country?s Gross Domestic Product (GDP), employing 60-70 per cent of the labour force and generating more than 55 per cent of the foreign exchange earnings.
The agric sector is made up of five major sub-sectors ? food crops, livestock, fisheries, cocoa and forestry.
However challenges facing the agricultural sector are primarily access to credit, poor infrastructure including lack of irrigation development, insufficient and inadequate storage facilities, high transport cost, land acquisition and land tenure issues and social and environmental problems.
These problems have affected the agric sector for several decades, despite the important role it plays in the economy. An emerging component, which is gradually changing the face of agriculture in the country, is agribusiness.
Agribusiness?involves the production, processing and supply of agricultural goods. It is however still rudimentary in Ghana with little growth or development over the last three decades.
The rise of?agribusiness?began in the 20th century when citizens of countries in the developed world began?flocking?to their cities, leaving a shrinking population of farmers who struggled to meet the demand for food.
Over time,?agribusiness?companies were established and they utilized their size and business experience to create a highly efficient system of farming and transporting agricultural goods.
It is difficult to analyze the performance of the agribusiness sector among Ghanaian entrepreneurs due to the lack of comprehensive data on agribusiness enterprises and their activities in Ghana.
Many entrepreneurs in Ghana shy away from agribusiness and for that matter agriculture because of some of its disadvantages like over dependence on rain and access to modern farm implements.
These challenges do not make agriculture or agribusiness attractive for many young people.
However, 29-year-old Michael Adjokatse has ventured into the sector.
Adjokatse, who was a textile student at the Kwame Nkrumah University of Science and Technology graduated in 2007, and has been farming since then.
He said he decided to go into farming because he could not secure a job after graduating from school.
Michael wanted to create employment for others.
Adjokatse said, ?Initially it was very difficult to get capital to start working on the farm since I had just graduated from school. But through the help of a very close friends and through my personal savings, I was able to raise about GH? 500.
Even though the amount wasn?t adequate, coupled with the fact that I did not have a large farming area to work with, I was able to start with some few crops. Now I grow maize, okro, pepper and cabbage farms, alongside the rearing of pigs, fowls, cow and guinea fowl.?
He stated that agriculture has helped him stay committed to whatever he puts himself to, adding, ?I?m always on the farm and I give it my total attention.?
?I projected to get about GH? 4,000 from my cabbage farm about a year ago, but ended up with just about GH? 500 due to unforeseen circumstances. But one lesson I learnt was not to do things in a rush, but rather stay focus and be patient.?
His most pressing future plan is to set up an agric service centre where modern farming equipment will be made available to assist other farmers.
He believes that agriculture could be a very lucrative venture if its business concept is properly understood.
?Young entrepreneurs shouldn?t be too cash focused, but use the little money that they can save to start from somewhere. They should rather devote their time and energy into what they can do, bearing in mind that the end will certainly justify the means.?
It is an undeniable fact that a thriving and competitive agriculture sector relies on an effective innovation and a flourishing entrepreneurship environment.?Skills are also required to successfully develop and apply these innovative methods.
Good infrastructure, effective policies and regulations and access to appropriate financing are essential elements needed in the sector to make it attractive to the youth.

Budget: Parties want more for infrastructure - Business - Mail ...
Political and private players on Wednesday expressed happiness with Finance Minister Pravin Gordhan's budget speech, saying individual tax relief and allocations for infrastructure were promising.
But the Democratic Alliance (DA) said the money allocated for infrastructure and growth was not good enough.
"I don't think we got it today, but let's give the minister credit because he managed to bring the budget deficit down," said DA finance spokesperson Tim Harris.
"The fact that he managed to do that shows us that we have more space to be bold on growth, and on infrastructure particularly ... I mean the growth number that he [announced] today is projected to grow at 2.7% and that's with the globally economy growing faster ... and Africa growing even faster ... We want to see far more on growth. Those numbers aren't good enough."
He said the budget showed that this year less would be spent on infrastructure.
"We want to see bolder numbers," he said.
Pleasant and predictable
But African Christian Democratic Party MP Steve Swart said he was pleased the budget focused on the productive side of the economy, namely infrastructure development, instead of on the consumer economy.
If the money allocated on infrastructure was well spent it would stimulate the economy and create jobs, he said.
"All-in-all [it was] a very positive budget in difficult circumstances," Swart said.
He said he was pleasantly surprised given the global economic crisis and prospect of reduced economic growth in South Africa, but added he was disappointed in the increase in the fuel levy by 20 cents a litre of petrol and diesel from April 4, as this would be inflationary.
Inkatha Freedom Party leader Mangosuthu Buthelezi said the budget was "somehow predictable, both in terms of what it addresses and in terms of what it fails to address".
Much would depend on whether or not declarations of policy would materialise into programmes of action. The most concerning aspect was the insufficient emphasis on economic growth, he said.
South African Chamber of Commerce and Industry CEO Neren Rau said the increase in taxes on business was concerning.
"Our biggest concern is the increased taxes on business -- capital gains tax and the corporate tax," he said after the budget was tabled by Finance Minister Pravin Gordhan in Parliament.
"We are a bit concerned about the impact that would have during a time when liquidity is fairly tight."
Rau said two key factors influenced an enterprise's desire to invest, namely the economic outlook, which remained uncertain, and the policy environment.
"We have just come out of a very uncertain policy environment."
'Reasonably well'
Rau added if 2012 could offer more certainty on policy, business might be more willing to loosen the purse strings and invest.
Gordhan addressed two items on Sacci's wish list for small and medium businesses. The minister announced moves to ease the regulatory burden on small businesses, which Rau said was "done reasonably well".
The minister also announced measures to ease the tax burden on small business, to which Rau replied: "We do have reservations about the real impact of this," Rau said.
Gordhan said the tax-free threshold for small businesses would be increased to R63556 in the coming year, while the 10% tax rate would be reduced to 7%.
The threshold to which this tax rate applied would be increased to R350000.
FF+ approves of savings resolutions
Freedom Front Plus leader Pieter Mulder was also concerned about the increased fuel levy due to the knock-on effects it would have on inflation and food prices.
But Mulder said he found a number of positive announcements and welcomed the plans aimed at encouraging the public to save.
He was also pleased with the news that the budget deficit was below 5%.
"I thought with all the extra spending it would not be possible. So I think that's positive."
Mulder said there was a need for the government to compromise on the tolling of highways, but welcomed details of a "ceiling" figure of R550 per month on toll road charges.
The Christian Democratic Party said Gordhan's budget was "reasonable", considering the trying times people were living in.
"Higher than anticipated inflation necessitated tax bracket relief, and the relaxation of the tax burden of small businesses will go some way in alleviating the additional stress brought about by the Consumer [Protection] Act," party leader Theunis Botha said.
Government must 'lead the way'
Congress of the People's (Cope) Nick Koornhof said the government must prove it can deal with the new budget.
"Government must lead the way. They must show that they can spend taxpayers' money properly," he said.
He added it was important for the Congress of South African Trade Unions (Cosatu) to support the budget.
"It is very important that Cosatu supports him [Gordhan] now. If they don't do it, we are going to have trouble with regards to the state wage Bill."
Koornhof said the minister's anti-corruption measures could help save government up to R100-billion.
Elements of optimism for health
Metropolitan Health CEO Blum Khan said in an interview on eNews he was happy with the confidence building elements of the speech.
He said declarations that the government would remove the waste and inefficiency in its system, and visible progress in the health system contributed to this.
Gordhan said the new health system would require funding over and above current budget allocations to public health.
An additional R1-billion conditional grant had been allocated over the next three years to the current budget to cover the cost of national health insurance pilot projects, which will be established in "selected districts" during this year and 2013.
Unhappy Greenpeace
Non-governmental organisation Greenpeace said it was disappointed with the minister's commitment to deal with climate change.
"The financial commitment towards accelerating a low carbon economy is too little, and could be too late," communications director for Greenpeace South Africa Fiona Musana said in a statement.
"If South Africa increased its investments in the green economy, we would see at least 148000 jobs in less than 20 years, and ensure a cleaner future for this country," she added. -- Sapa & M&G Reporter

Incidence of prostate cancer is increasing steadily inChinese and Japanese because of screening with serumPSA. Both China and Japan are Asian countries andpopulations in the two countries are yellow race. Thelatitude of Changchun is close to that of Natori. Thedetection rates of prostate cancer are different in cohortin two areas. It is unknown whether pathological featuresdetected prostate cancer are different in the two areas.At present, there is no report of pathological features ofprostate cancer in cohort in different areas of the twocountries. To study this issue, we analyzed andcompared pathological features of prostate cancer incohort though the screening data of and Jilin UniversityProstate Diseases Prevention and Treatment ResearchCenter (Changchun) and Miyagi Cancer Center (Natori).For 5 years (2000 to 2004) in Changchun, China andfor 10 years (1995 to 2004) in Natori ,Japan, 15192Chinese and 4444 Japanese men aged 50 and over werechecked by PSA-based screening. All men with theserum PSA value greater than 4.0ng/ml wererecommended for a prostate biopsy. All histopathologicdiagnoses of the biopsied specimens were confirmed bya group of pathologists in two areas. The pathologicalfeatures of prostate cancer of Chinese were comparedwith those of Japanese, including Gleason score, extentof differentiation , invasion, histological pattern and soon. Statistical analysis was done with the aid of statisticsoftware SPSS 13.0.The results of our research is follow:(1)The cancer detection rate for the PSA-screenedmen in cohort was 0.7%(102/15192) in Changchun and2.6% ( 117/4444 ) in Natori. Ivory is, nevertheless, hard to paint on with water-color, staying greasy and non-absorbent. Miniaturists therefore roughened the surface with fine sandpaper or powdered pumice stone.
