(AP) ? Lebanese security officials say four missiles fired by two Syrian warplanes have landed on Lebanese territory.

The officials say the missiles hit a rugged and remote area on the edge of the Lebanese border town of Arsal on Monday. There were no immediate reports of casualties.

In recent months there have been clashes on the Syrian side of the frontier in the area between rebels and Syrian troops.

Lebanese forces have in the past detained people caught trying to smuggle weapons into Syria from Lebanon in the region.

Syrian shells have hit Lebanese territory in the past but the air raid appears to be the most serious violation since Syria's crisis began in March last year.

US authorities have been alerted that 30 escaped inmates from a northern Mexican prison may be near the border.

More than 30 inmates have escaped from a prison in northern Mexico on the border with the United States, authorities in the state of Coahuila said on Monday.

Jorge Luis Moran, chief of public security in Coahuila, said the convicts had escaped through a tunnel dug in the carpentry section of the prison in the city of Piedras Negras.

US authorities have been alerted to help capture the fugitives if they try to cross the border, Moran added.

Some media reports said more than 100 prisoners had broken out, though that figure has not been confirmed.

There have been numerous breakouts in the last few years from Mexico's struggling penal system, where guards are frequently accused of complicity with drug cartels.

At the end of 2010, more than 140 inmates escaped a prison in the border city of Nuevo Laredo.

Northern Mexico has been hit particularly hard by violence stemming from brutal turf wars between drug gangs.

President Felipe Calderon, who leaves office in November, has used the military to try and crack down on the gangs, and has captured or killed many of the country's top kingpins.

However, violence has surged on his watch, and fighting between cartels and their clashes with security forces have claimed more than 55,000 lives over the past six years.

Curiosity stretches its arm

ScienceDaily (Aug. 20, 2012) ? NASA's Mars rover Curiosity flexed its robotic arm today for the first time since before launch in November 2011.

The 7-foot-long (2.1-meter-long) arm maneuvers a turret of tools including a camera, a drill, a spectrometer, a scoop and mechanisms for sieving and portioning samples of powdered rock and soil.

"We have had to sit tight for the first two weeks since landing, while other parts of the rover were checked out, so to see the arm extended in these images is a huge moment for us," said Matt Robinson of NASA's Jet Propulsion Laboratory, lead engineer for Curiosity's robotic arm testing and operations. "The arm is how we are going to get samples into the laboratory instruments and how we place other instruments onto surface targets."

Weeks of testing and calibrating arm movements are ahead before the arm delivers a first sample of Martian soil to instruments inside the rover. Monday's maneuver checked motors and joints by unstowing the arm for the first time, extending it forward using all five joints, then stowing it again in preparation for the rover's first drive.

"It worked just as we planned," said JPL's Louise Jandura, sample system chief engineer for Curiosity. "From telemetry and from the images received this morning, we can confirm that the arm went to the positions we commanded it to go to."

The turret has a mass of about 66 pounds (30 kilograms). Its diameter, including the tools mounted on it, is nearly 2 feet (60 centimeters).

"We'll start using our sampling system in the weeks ahead, and we're getting ready to try our first drive later this week," said Mars Science Laboratory Deputy Project Manager Richard Cook of JPL.

Curiosity landed on Mars two weeks ago to begin a two-year mission using 10 instruments to assess whether a carefully chosen study area inside Gale Crater has ever offered environmental conditions favorable for microbial life.

JPL, a division of the California Institute of Technology, Pasadena, manages the Mars Science Laboratory Project, including Curiosity, for NASA's Science Mission Directorate, Washington. JPL designed and built the rover. The Space Division of MDA Information Systems Inc. built the robotic arm in Pasadena.

Cornell University to install nets on bridges in bid to prevent suicides

Cornell University in New York plans to begin installing nets on several bridges over gorges where three students jumped to their deaths in 2010.

The Ithaca Journal reports that the town of Ithaca and the Ivy League school have reached an agreement that calls for installing nets on five bridges.

The three students committed suicide by jumping from bridges within a month of each other. According to the newspaper, 27 people committed suicide between 1990 and 2010 by jumping from the bridges, including 15 students.

The school has long been haunted by a reputation for suicides. Cornell maintains its suicide rate over time is normal for colleges.

Fences were erected after the 2010 suicides.

Some nets will extend about 15 feet out from the bridges. Installation is to start Monday.

It begins in Dublin in January 2013 and festivals and events are sprinkled throughout the country until the end of the year. But The Gathering is not just carnivals and fairs. It is history lectures, genealogy sessions and clan reunions; a yearlong focus of discovering or rediscovering your Irish roots.

The Irish Diaspora are Irish immigrants and their descendents living in the United Kingdom, United States, Canada--even as far away as Argentina and South Africa. They are more than 80 million people, Irish born or of Irish descent, living outside Ireland: a little country of a mere 6.4 million today.

A country that over 160 years ago was tragically shattered by famine and poverty; bled dry of its people who were pulled away by a basic need for survival.

There will be many who cannot go but that does not mean if not there, The Gathering cannot be experienced. I expect the event will reach out through the Internet and we will hear more as the year approaches. I sense Ireland understands their Irish Diaspora have begun searching for their ancestors and in turn, the country is slowly opening its vaults.

PRONI and Irish Genealogy (a government sponsored website), are making more ancestral records available and free to the public. It is a constant appeal by the Irish Genealogical Society to the Irish Government, pleading their case that Irish descendents "own" their ancestor's records: a principle of public ownership and right of access.

Our desire to grasp hold of our family history and feel our ancestral heritage continues to expand and blossom. And it is refreshing that an entire country is calling us back.

To gather up its flock and perhaps open its vaults so we can experience a bit of our Irish ancestors at home and maybe...even abroad.

Nesta making just $225,000 with Montreal Impact

NEW YORK (AP) -Former AC Milan defender Alessandro Nesta is making $225,000 this year with Major League Soccer's Montreal Impact, including a base salary of $180,000.

The MLS Players Union released updated salaries Wednesday. The list showed Impact forward Marco Di Vaio, signed from Bologna in May, has total compensation of $1,937,508, including a base salary of $1 million.

Scotland captain Kenny Miller, signed by Vancouver from Cardiff last month, is earning $1,239,316, including a base of $1,221,816. Whitecaps midfielder Barry Robson, acquired from Middlesbrough, has total compensation of $596,500, including a base of $440,000.

The total figure includes prorated shares of signing bonuses and other guaranteed income.

Midfielder Tim Cahill, signed by New York from Everton last week, was not included in the updated list

Constitution Check: Does a president have the power to repeal a federal law?

Constitution Check: Fact-checking the newsConstitution Check Lyle Denniston looks at how Mitt Romney could try to overturn the Affordable Care Act if he were president ? a task that could be very difficult.

The statement at issue:

?If our goal is jobs, we have to stop spending over a trillion dollars more than we take in every year. ?So to do that, I?m going to eliminate every non-essential, expensive program I can find. That includes Obamacare??

? Republican president candidate Mitt Romney, in a speech July 11 to the convention of the NAACP in Houston, as reported in various news accounts.

We checked the Constitution, and?

The President of the United States has awesome power, but the Constitution does not give the occupant of that office the authority to ?eliminate? a law that has been passed by Congress, whatever the voters may think of that law.? It is a fairly common rhetorical flourish for presidential candidates to say something like ?when elected, I will repeal? a law.? But they can?t.

The process for repealing a law has to begin in Congress.? Last week, the House of Representatives made a start on eliminating the new Affordable Care Act, from end to end. By a roll-call vote of 244 to 185, the House passed H.R. 6079, to wipe out the law as of March 23, 2010, the day it was signed by President Obama.? In the words of the bill, the law would be eliminated ?as if such Act had not been enacted.?

Not only would that measure erase some 2,700 pages from the federal statute books, it would also erase more than 13,000 pages of federal regulations written by government agencies to carry it out.

Will that happen?? The chances are, at best, remote.? Here is what probably has to happen for H.R. 6079, or a similar measure in the future, to become a law:

First, the Republicans must retain control of the House in the November election, with at least? 218 seats (a majority of the 435 if a vote on repeal is cast along strict political party lines).

Second, the Republicans must take control of the Senate away from the Democrats in November.? They must wind up with control of close to 60 seats in the new Senate and, to be really confident of succeeding, they must win 60 or more.

Third, even if both of those things occur, a repeal bill would have to overcome a certain veto by President Obama ? if he has been reelected in November.

Fourth, even if the president loses to the Republicans? Mitt Romney, a repeal bill almost certainly would face a Democratic filibuster in the Senate, and that is why the GOP would need close to, if not actually, 60 seats in that chamber.

Assume, then, that the Affordable Care Act survives a repeal effort in Congress.? So far, the House of Representatives has voted 33 times to overturn all or part of that law, and none of those measures has become law, so it has a good chance of surviving.

Would a President Romney be able to do anything to keep the law from going into full effect at the beginning of 2014, as it is presently scheduled to do??? He would have a number of options, and each would presumably be constitutional.

He could order the Internal Revenue Service to stop enforcing the penalty that the ACA will impose on those who fail to obtain health insurance policies by 2014.? That insurance-purchase mandate is the heart of the ACA, and the entire law might be in some jeopardy if that provision were to become a virtual dead letter.? The Supreme Court last Monday ruled that the penalty is, in legal terms, a tax, and the President would be in a position to direct IRS not to use the few tools of enforcement that are available in the ACA.

Because the penalty is now designated as a tax, Congress could simply repeal it using a somewhat complex procedure known as ?reconciliation.?? Under that procedure, a bill cannot be filibustered in the Senate, so it would require only a majority vote to pass that chamber.? As a matter of fact, Congress used this procedure ? after the initial passage of the ACA ? to make some changes in it without encountering a filibuster.

Moreover, the White House could order the federal Health & Human Services Department to slow down, or perhaps abandon, the massive project of writing new regulations to implement the health care law.

In addition, a President Romney could work together with opponents of the ACA in Congress to deny federal funding for some or all parts of the ACA.? Such efforts, though, might face a Senate filibuster.

Perhaps most importantly, a new President would be able to use the ?bully pulpit? that is the White House to build up public support for overturning the ACA, or at least to cut back on its major provisions.?? Already, a number of Republican governors who are opposed to the ACA have announced that their states will ?opt out? of the new law?s broad expansion of the Medicaid program of health care coverage for the poor.

In a real sense, then, the fate of the health care law may be said to ride on the outcome of the November elections, for the White House and for Congress.

Islamists continue destroying Timbuktu heritage

(AP) ? Despite international condemnation, the radical Islamic faction controlling the northern Malian outpost of Timbuktu continued destroying the city's ancient tombs on Monday, laying waste to the city's five-hundred-year-old heritage.

The destruction began on Saturday, after the al-Qaida-linked faction Ansar Dine secured its hold on the three main towns in northern Mali, including Timbuktu. They descended on the tombs of the city's Sufi saints with axes and shovels, as well as automatic weapons, saying that they were idolatrous. Their destruction spree continued through Monday.

"This morning, the Islamists continued breaking the mausoleums. This is our patrimony, recognized as a World Heritage Site by UNESCO," said Aboubacrine Cisse, a resident of the town who slipped outside on Monday to witness the destruction. "They are continuing to destroy all the tombs of all the saints of Timbuktu, and our city counts 333 saints," he said.

The U.N. cultural agency has called for an immediate halt to the destruction of the sacred tombs. Irina Bokova, who heads the U.N. Educational, Scientific and Cultural Organization, cited in a statement Saturday reports that the centuries-old mausoleums of Sidi Mahmoud, Sidi, Moctar and Alpha Moya had been destroyed. Meeting in St. Petersburg in Russia, UNESCO's World Heritage Committee, last week placed the mausoleums on its list of sites in danger at the request of Mali's government.

And in Dakar, Senegal, on Sunday, Fatou Bensouda, prosecutor for the International Criminal Court, said that the destruction of the city's patrimony constitutes a "possible war crime," according to private radio station RFM.

Reached by telephone in an undisclosed location in northern Mali, a spokesman for the Islamic faction said that they do not recognize either the United Nations or the world court.

"The only tribunal we recognize is the divine court of Shariah," said one of Ansar Dine's spokesmen, Oumar Ould Hamaha.

"The destruction is a divine order," he said. "It's our Prophet who said that each time that someone builds something on top of a grave, it needs to be pulled back to the ground. We need to do this so that future generations don't get confused, and start venerating the saints as if they are God."

For years before the north of Mali became a base for an offshoot of al-Qaida, Timbuktu was a must-see for backpackers and package tour groups. Much of the city thrived on tourism, from young men who memorized the history of the tombs to act as tour guides to the numerous hotels and restaurants, nearly all of which are now shuttered.

Hamaha said he didn't care about the impact that their actions will have on tourism.

"We are against tourism. They foster debauchery," he said.

Lady Gaga "Princess Die" Live Debut: First Listen!


While falling short of the imagery evoked by Lindsay Lohan gun photos, Lady Gaga's new song "Princess Die" is generating controversy in its own right.

She performed it last night in Melbourne, Australia, saying that the track and its suicide-centric themes “may or may not be on [my] next album.”

HOLMES BEACH - HOLMES BEACH ? A 75-year-old man shot, beat and killed a white bird believed to be either a heron or a crane, Holmes Beach Police say.

Police arrested Laurie Miles Pardee at his home in the 600 block of Key Royale Drive on Saturday on charges of animal cruelty and discharging a firearm in public.

Witnesses told officers Pardee shot the bird with a handgun while standing on his porch, beat it with a net and discarded the dead animal in the bay.

Microsoft brings Kinectimals to Android, is both warm and fuzzyCatching up with its fellow iOS and Windows Phone platforms, Kinectimals has arrived on Android. It'll set you back three bucks, but for that you'll get the chance to play with five different balls of exotic fluff -- if you tie it into your Xbox 360 version. Like the other versions, you can to pet them, play with them and generally gaze enraptured at their squishy paws. The integration to Xbox 360 isn't the deepest we've seen, but we're never going to say no to a bit of inter-platform love. The download's waiting below.

(AP) ? President Barack Obama and Russian President Vladimir Putin need one another, an uncomfortable truth for the superpower leader facing a tough re-election and the newly elected Russian leader who is deeply suspicious of the United States.

The two men will use their meeting Monday, the first since Putin returned to Russia's top job, to claim leverage. Much of the rest of the Group of 20 economic meeting will be devoted to the European fiscal crisis and the fate of Greece as a part of the euro zone.

"I expect that it will be a candid discussion, it will get down to business," White House deputy national security adviser Ben Rhodes said ahead of the lengthy morning meeting between Obama and Putin.

"We'll be able to sustain cooperation in some areas, we'll have differences in other areas, and we'll work to try to bridge those differences."

The G-20 gathering is a natural forum for sideline discussions of the urgent crisis in Syria as well as diplomatic efforts to head off a confrontation with Iran. Russia is a linchpin in world efforts to resolve both crises, and to U.S. goals for the smooth shutdown of the war in Afghanistan. In the longer term, Obama wants Russia's continued cooperation in nuclear disarmament and nonproliferation.

Obama made a special project of Russia in his first term and arguably needs Moscow's help even more if he wins a second one. He is trying to avoid a distracting public spat with Russia during this election year, as suggested by an overheard remark to outgoing Russian President Dmitry Medvedev in March. Obama told Medvedev he would have more flexibility to answer Russian complaints about a U.S.-built missile defense shield in Europe after the November election.

Things got off to a rocky start with Putin, when Obama pointedly withheld a customary congratulatory phone call to Putin until days after his May election. Putin appeared to snub Obama by skipping the smaller and weightier Group of Eight meeting that Obama hosted later that month at Camp David, and a planned Oval Office welcome for the new Russian leader.

The rescheduled Obama-Putin meeting comes the same day as Moscow hosts an international negotiating session with Iran. Russia has gone along with U.N. Security Council efforts to tighten some penalties against Iran because of questions about its nuclear weapons ambitions, but has blocked the harshest punishments. Still, the United States needs Russia's participation to lend legitimacy to the argument that Iran faces broad international condemnation. Iran usually paints the dispute over its nuclear program as a confrontation with the U.S. and its ally Israel.

Brutal attacks on anti-government protesters in Syria and the threat of civil war in the Mideast nation pose the most immediate crisis.

Diplomatic hopes have rested on Washington and Moscow agreeing on a transition plan that would end the four-decade Assad family rule. Russia, as Syria's longtime ally and trading partner, is seen as the best broker for a deal that could give Assad political refuge. So far, Moscow has said no.

Pressure increased on Russia over the weekend, when the United Nations suspended its unarmed monitoring mission in Syria out of concern for the monitors' safety. The move was widely interpreted as a challenge to Russia to intervene with Syrian President Bashar Assad to preserve a U.N. role Moscow sees as a brake on any armed foreign intervention.

The United States has refused to arm anti-Assad rebels in part to avoid a proxy fight in which Iran and Russia and others arm one side and the U.S. and Sunni Arab states arm the other. Opposition groups estimate 14,000 people have died in violence that the U.S. fears is sliding into civil war.

Putin's campaign included some of the strongest anti-American rhetoric from Moscow in a decade and he openly accused Secretary of State Hillary Rodham Clinton of inciting protests against him. The Obama administration mostly tried to shrug it off, but Putin's return to the presidency makes it more likely that any help Russia provides in Syria, Iran or other matters will come at a cost.

U.S. strategy has favored flattery that may overstate Russia's influence, especially on Syria, and efforts to highlight areas where U.S. and Russian goals align.

Russia's membership in numerous world bodies and its veto power at the U.N. Security Council give it leverage beyond its economic or military power. Obama holds far greater power and both leaders know it, but Putin can be a spoiler and irritant.

"President Putin clearly is somebody who can articulate where he has differences with the United States, but we can also articulate where we have differences with Russia," Rhodes said. "And I think our assessment is that being candid with one another and clear with one another is in the best interest of the relationship. So because the relationship between the United States and Russia is in our interest, it's in Russia's interest, but also it's in the interest of the world community, because when we can work together on issues, again, it opens up the door to much better progress, whether you're talking about nonproliferation and nuclear security, whether you're talking about resolving regional tensions as in Syrian, or whether you're talking about the global economy."

The White House tried to soften the blow of Clinton's accusation days before the G-20 meeting that Russia was equipping the Syrian government with attack helicopters that could bused against civilians. She later acknowledged they were only helicopters already owned by Syria that had been sent back to Russia for repairs, but Russia was already annoyed.

Russia insists that any arms it supplies to Syria are not being used to quell anti-government dissent that began more than a year ago, and has rebuffed efforts to impose an international arms embargo. Russia and Syria have a longstanding military relationship and Syria hosts Russia's only naval base on the Mediterranean Sea.

White House press secretary Jay Carney brushed aside questions last week about whether the U.S. might yank support for Russia's membership in World Trade Organization if Russia refuses to help on Syria. He underscored that the U.S. supports that core Russian goal, which will be a centerpiece of the talks.

"Putin is in a petulant sort of mood," said Russia scholar Mark N. Katz of George Mason University. "He's got all these grievances about American foreign policy and he's looking for us to satisfy him, and I don't think we're going to do that. No amount of bonhomie or talking nicely is going to fix that."

The Pew Research Center's newly released global public opinion survey gives Putin job approval ratings Obama can only dream of. About 72 percent of Russians have a favorable opinion of Putin, and a majority put more faith in a strong leader than in a democratic form of government. Nearly three-quarters of those polled said Russia deserves greater respect from other countries.

Despite that footing, tens of thousands of protesters thronged Moscow streets this past week in the first mass protest against Putin since he returned to the presidency in May. His tactics in cracking down on political opponents will make it difficult for Obama to play down longstanding U.S. complaints about human rights abuses that infuriate Russian leaders. The Kremlin ordered the detention and interrogation of at least one activist and searches of others' homes last week.

Putin's own return to the presidency was far more certain than Obama's re-election chances. Despite their differences, Putin probably would prefer a second Obama term to a Mitt Romney presidency, Katz said, not least because the Republican challenger has called Russia the chief strategic enemy of the United States.

Elizabeth's jubilee contrasts with Victoria's empire fest

Britain is celebrating its second-ever royal diamond jubilee, in marked contrast to that of Queen Victoria more than a century ago, which doubled up as a triumphant festival of the empire.

In 1897, Joseph Chamberlain, the secretary of state for the colonies, convinced Victoria to kill two birds with one stone: mark the 60th year of her reign but also celebrate the British empire "at its zenith", said the historian Walter Arnstein.

At the time, Victoria reigned over a quarter of the world's population, recalled royal expert Kate Williams.

For her diamond jubilee -- celebrated on a single day rather than the four-day public holiday weekend this time -- the empire came to London.

Chamberlain "invited 11 colonial ministers of the self-governing colonies to be present, along with some Indian princes, and representative colonial military detachments to be part of the jubilee procession", Arnstein told AFP.

Indian lancers wearing turbans, mounted troops from New Zealand, Jamaican gunners, and even camels paraded in front of Buckingham Palace on June 22, 1897, which was declared a public holiday.

An impressive display was captured in grainy footage on short black-and-white films.

More than a century later for Queen Elizabeth II's diamond jubilee, there is no equivalent participation from the Commonwealth or its 15 other realms where she is the head of state.

"The empire has changed in her lifetime. It disintegrated," said Williams, the author of "Young Elizabeth: The Making of our Queen".

This diamond jubilee "is much more a celebration of British history. It's much more a celebration of her reign and the British royal family".

In 1897, the jubilee was also celebrated with splendour across the empire, where sumptuous events were organised.

Town clocks honouring the queen were erected in Malaya and New Zealand, and fountains inaugurated in Seychelles.

Though Queen Elizabeth is the head of the Commonwealth, there is little of note taking place over the jubilee weekend in the other 53 member states, with the exception of Canada, visited by Prince William and his wife Catherine, and his father Prince Charles and his wife Camilla, in the last 12 months.

Sunday's diamond jubilee pageant on the River Thames, the biggest spectacle of the weekend's events, was not transmitted live by the Australian Broadcasting Corporation on its main free-to-air channel. It scheduled the 1975 film "Shampoo" instead.

At the end of the 19th century, the idea of organising public festivities was still a relatively new concept in Britain, said Arnstein.

On June 22, 1897, the queen went through London in a carriage procession, as her great-great-grand-daughter will do on Tuesday.

From Saint Paul's Cathedral to Buckingham Palace, hundreds of thousands of people, including the US writer Mark Twain, thronged the streets to cheer Victoria.

She recorded the occasion in her journal.

"No-one ever, I believe, has met with such an ovation as was given to me, passing through those six miles of streets... The crowds were quite indescribable and their enthusiasm truly marvelous and deeply touching," the empress wrote.

At the time, Victoria, aged 78 and suffering from arthritis and rheumatism, took part in the service at St Paul's from her carriage.

It was held outside as she could not walk up the cathedral steps.

The scene elicited sarcasm abroad.

"The Europeans were like: look at that queen. They've got to have the celebration in the street in Britain!" said Williams.

Similar jubilant scenes met Elizabeth as she led Sunday's spectacular 1,000-boat flotilla with around 1.2 million braving the rain to show their support.

The eyes of the fashion world were on the queen's silver and white outfit, a far cry from Victoria's day.

Despite the celebrations, Victoria refused to change her black mourning clothes, worn since the death of her beloved husband prince Albert in 1861.

In vain, "ministers begged her to wear a kind of golden robe to go to the ceremonies", Williams said.

Instead, she wore a black silk outfit, topped off with a headdress decorated with ostrich feathers.

In 1897, organised by Victoria's daughter-in-law princess Alexandra, street feasts were laid on for 400,000 of London's poorest residents.

But the palace's generosity had its limits: it only saw the light of day thanks to the funds of tea magnate Thomas Lipton.

On Monday, Queen Elizabeth will welcome 10,000 subjects drawn from a lottery for a picnic at Buckingham Palace, paid for from the royal coffers.
