Richmond's deputy CAO for finance and administration resigns ...

One of the newest members of Richmond Mayor Dwight C. Jones' senior staff is gone from City Hall.

Eric M. Tucker, hired in April as deputy chief administrative officer for finance and administration, resigned last week effective today "based on a mutually agreed upon decision," said Tammy D. Hawley, press secretary to the mayor.

Tucker also had been serving as interim finance director following the resignation of Barbara Reese in August.

Tucker kept a mostly low profile during his six months at City Hall, but he did take pointed criticism from City Council members this summer after the Finance Department sent out a series of delinquent personal property notices with limited information explaining the reason.

Tucker could not be reached for comment. An email sent to his city account triggered an automated reply referring finance-related questions to Wayne Lassiter in the Department of Public Utilities and administrative questions to Chief Administrative Officer Byron C. Marshall.

Lassiter will be serving as interim finance director, with Marshall assuming the deputy CAO responsibilities, Hawley said.

City Councilman Bruce W. Tyler said he did not know the circumstances of Tucker's departure but said it's troubling. Other vacancies in the Finance Department include controller, city economist and deputy director.

"Unfortunately, since (former deputy CAO) Marcus Jones has left us, the Finance Department seems to be a revolving door," Tyler said. "We've had people stepping in and stepping out, and here we are, going into the fourth year of the Jones administration. One of the most important departments is without a leader. This is not good."

Hawley said it was not clear whether the administration would seek a new deputy CAO for finance and administration, but she said the city has interviewed candidates for finance director and is actively looking to fill the department's other vacancies.

"I think we're going to see a lot of those positions filled sooner rather than later," she said.

Before coming to Richmond, Tucker had worked as director of finance for Prince George's County, Md., and for the city of Detroit. He also had been a principal of Professional Financial Management, a finance and management consulting firm in Bozeman, Mont.
